Argo data is available free and without restriction through Jcommops, the GTS, GDACs and GADR
OceanOPS and Euro-Argo Fleet Monitoring
OceanOPS provides a desktop style interface for examining Argo float metadata and array status plots. OceanOPS is the Joint Centre for Oceanography and Marine Meteorology in-situ Observations Programmes Support of the World Meteorological Organisation (WMO) and International Oceanographic Commission (IOC). As well as Argo float information, the OceanOPS portal provides information on other elements of the Global Ocean Observing System (GOOS).
Euro-Argo provide the Fleet Monitoring tool which provides easy access to the detailed deployment metadata, configuration information and technical status of Argo floats, as well as plots of float data and supporting data layers.
The GTS, Argo GDACs and the GADR
For operational use, Argo data is made available through the World Meteorological Organisation's (WMO) Global Telecommunications System (GTS).
The Global Argo Data Repository (GADR) provides Argo data to a variety of users in a timely manner and useful manner.
For many users, the primary point of access for obtaining Argo data are two mirrored Global Data Assembly Centres (GDACs) for the Argo ocean observing network:

The Southern Ocean Observing System (SOOS) provide SOOSmap - a tool for discovering and downloading data across a range of ocean observations in the Southern Ocean. SOOSmap is driven by the infrastructure of EMODnet and you can find out more about it at here.
